Functions / Key Results Areas:

I . Ensures development and implementation of a UNFPA CO communication strategy which supports UNFPA's mission in Tanzania and the joint UN communication work towards The UN. Delivering as One'

2. Public information management and strengthening of external relations with the aim of supporting programme delivery and promoting awareness of UNFPA and The UN 'Delivering as One'

3. Contributes professional communication inputs to emerging events throughout the year to maximize publicity of UNFPA /Delivering as One and further partnerships with government counterparts as well as media for joint advocacy

4. Supervision of the maintenance and continued improvement of the UNFPA website, intranet, CO web-based knowledge management system

5. Performing of any other task as may be assigned by the Representative or Deputy Representative.

Required Competencies:

These include strength in advocacy/advancing a policy oriented agenda, results-based programme management innovation and marketing of new approaches as well as ability to leverage the resources of national governments and partners building strategic alliances. Qualifications Required:

• Advanced university degree in social sciences, journalism, communications and other related fields;

• Good knowledge of media and public relations;

• Strong advocacy skills;

• At least five years of increasingly responsible experience in public relations and communications;

• Excellent oral and written communications and editing skills in English;

• An understanding of the UN system in general; UNFPA mandate, policies and operations as well as the culture history, current development topics and political issues/context in Tanzania;

• Familiarity with communications approaches for planning executing, and monitoring communications strategies;

• An appreciation of policies and programmes in crisis/post crisis situations;

• Excellent computer/information systems skills.

CHIEF FINANCIAL OFFICER - NICO

JOB DEFINITION

The Chief Financial Officer (CFO) provides both technical and administrative support to the organization. The CFO supervises the finance and administration directorate. The CFO reports directly to the Chief Executive Officer (CEO) on all strategic and tactical matters as they relate to investment analysis, budget management, forecasting needs and the securing of new funding. The CFO will provide advisory and direction to the CEO regarding overall financial management of the company.

Qualifications:

1. Bachelor's degree in Accounting or Finance from a reputable university. Must be a fully qualified accountant and a member in good standing of a credible professional institute such as NBAA or ACCA.

2. Must also be holders of an MBA or any other relevant postgraduate qualification with at least 5 years proven experience in a busy Group Accounting environment. Experience from a listed company will be an added advantage.

3. Demonstrated knowledge of International Financial Reporting Standards (IFRS) and other local reporting standards.

4. Strong interpersonal, written and oral communication skills in both English and Kiswahili.

5. Strong leadership and technical skills with proven capacity to direct and manage change and inspire high performing teams.

Duties:

1. Oversee the smooth and efficient running of the Finance Department.

2. Ensure high integrity of the Accounting system (software), ensuring it remains effective and operational at all times with sound back up arrangements.

3. Ensure compliance with statutory audit requirements.

4. Ensure all taxation and regulatory/legislative requirements are complied with at all times including DSE, CMSA and other relevant statutes for-a listed company.

5. Ensure timely capturing of company and group transactions to reflect latest financial position of the company's affairs and its subsidiaries.

6. At least on a monthly basis, conduct balance sheet reconciliation for review by Directors in their quarterly meetings.

7. Where inconsistencies to reconciliations emerge take immediate remedial action or refer to relevant personnel as appropriate.

8. Co-ordinate and prepare annual budgets, including operating and capital expenditure budgets.

9. Ensure approved capital expenditure budgets are adhered to at all times.

10. Ensure any variations to budgets and forecasts are explained in monthly management reports, including any future / potential exposures to the company.

11. Ensure accurate preparation / reporting of monthly financial results in strict accordance with Company deadlines.

12. Where required, provide technical assistance / direction to subsidiaries with regards to the preparation of their budgets.

13. In conjunction with the CEO, ensure that business cash flow adequately supports company work activities and produces optimal results.

14. Collate all relevant information to produce end of year statutory accounts for the company and its subsidiaries.

15. Ensure that end of year statutory accounts report is finalised by specified date and presented to Directors for review.

16. On a monthly basis ensure all statutory dues and returns are submitted within specified timelines.

17. Provide technical input in the preparation of business plans and forecasts to determine the viability and feasibility of new ventures and advise CEO accordingly.
